Open Commons Dividend is an open-source civic finance platform designed to transform how governments, organizations, and communities manage financial surplus. Built on top of the Fundamenta open budgeting infrastructure, the platform combines transparent budgeting, AI-assisted auditing, citizen oversight, and equitable dividend distribution into a single system. Its goal is to ensure that verified excess funds are returned fairly to the people or stakeholders they belong to, while maintaining full accountability through mandatory human approval and traceable decision logging.
One of the platform’s core features is the Surplus Engine, which analyzes revenues, obligations, reserves, and expenditures to determine true available surplus. The system works alongside the AI Surplus Auditor, which reviews financial activity for irregularities such as unusual spending spikes, vendor concentration risks, inflated contracts, or hidden liabilities. Rather than replacing human oversight, the AI functions as an assistant that flags potential issues for review. Every final financial action—including dividend approvals—must pass through a human-in-the-loop process, with the identity of the approving authority recorded for traceability and accountability.
Open Commons Dividend also introduces powerful transparency and participation tools. Through Citizen Audit Mode, residents and stakeholders can independently review budgets, contracts, vendor payments, and audit reports using the same underlying data as administrators. Modules such as the Vendor Transparency Network, Contract Transparency Engine, and Immutable Financial Ledger help ensure that public financial records remain open, verifiable, and resistant to tampering. At the same time, the Civic Budget Simulator and Participatory Dividend Allocation tools allow communities to explore alternative budget scenarios and participate in deciding how surplus funds should be distributed or reinvested.
The platform is designed with openness and interoperability in mind. Its Open Civic Data API allows developers, researchers, and civic organizations to build dashboards, analytical tools, and integrations using transparent financial data.
