CivicOS AI is an open-source AGPL-3.0+ AI operating system designed to unify intelligence, automation, and coordination across both public and private systems. It is built as a modular runtime where organizations can define, deploy, and manage autonomous agents that execute real-world business and civic processes. Instead of functioning as a single-purpose AI tool, CivicOS AI operates as a foundational infrastructure layer for building complete intelligent systems.

At its core, CivicOS AI includes a multi-agent orchestration engine capable of breaking down complex objectives into structured workflows, delegating tasks across specialized agents, and executing them through a deterministic workflow graph. These workflows support branching logic, event-driven automation, and human-in-the-loop approvals, making the system suitable for both autonomous execution and governed decision-making environments. The platform also includes a plugin-based tool system that allows external APIs, services, and custom logic to be integrated as composable modules.

A key feature of CivicOS AI is its advanced memory and data intelligence layer, which combines short-term session memory, long-term semantic vector storage, structured business records, and immutable audit logs. This allows agents to maintain context, learn from past actions, and produce traceable outputs. On top of this, the system provides a full security and governance framework with role-based permissions, sandboxed execution environments, and complete decision traceability for compliance and accountability.

CivicOS AI also introduces an interoperability layer that enables cross-system communication through standardized protocols for agent interaction, workflow portability, and federated execution. This allows workflows and agents to operate across multiple systems, share memory in controlled ways, and dynamically route tasks based on cost, performance, or trust. Combined with its plugin marketplace, API ecosystem, and infrastructure layer for hosted deployments, CivicOS AI is designed not just as software, but as a scalable ecosystem for building interoperable, autonomous systems at both organizational and civic scale.

This specification is released under the GNU Affero General Public License v3.0 or later (AGPL-3.0+) and may be used freely with required attribution under Section 7. A Specification Branding License is available for attribution-free deployments, with fees based on usage, scope, and deployment size.
