Licensing

The Open Arsenal specifications are designed to be self-hosted on both private and public networks, giving organizations complete control over their infrastructure, security, and deployment environment. Whether implemented within an isolated internal network, a government agency, an enterprise data center, or an internet-facing platform, each specification is built with openness, portability, and interoperability as core principles. This approach allows developers, businesses, educational institutions, and public sector organizations to adopt the specifications without vendor lock-in while maintaining the flexibility to customize implementations for their own operational requirements.

All Open Arsenal specifications are available for free use under the GNU Affero General Public License v3.0 (AGPL-3.0+), provided the required attribution is maintained in accordance with Section 7 of the license. For organizations that wish to implement an Open Arsenal specification without the attribution requirement, Specification Branding Licenses are available. Licensing fees vary depending on the individual specification, the intended scope of publication, the nature of the deployment, and the size of the network or infrastructure where the specification will be implemented. This flexible licensing model supports both the open source community and commercial organizations seeking broader branding or white-label deployment rights.
