MedFair is an AI-powered medical financial rights and obligation optimization system designed to help patients determine what they may actually owe for medical care before committing to a payment plan. Rather than simply accepting a provider’s stated balance, MedFair analyzes the underlying bill, insurance information, contractual obligations, available protections, and potential sources of financial assistance. Its core mission is to search every available lawful avenue for reducing, correcting, eliminating, or restructuring medical debt and finding the fairest possible financial outcome.

MedFair provides comprehensive medical bill and insurance analysis, including medical bill intake, medical encounter reconstruction, insurance contract analysis, EOB reconciliation, coordination of benefits, prior authorization analysis, and medical necessity review. The system can identify duplicate charges, billing inconsistencies, incorrect patient responsibility, potentially incorrect insurance calculations, and other discrepancies that may affect the actual obligation. It also includes a Good-Faith Estimate Engine and No Surprises Protection Analyzer to identify circumstances where federal or state protections may affect what a patient can legally or contractually be charged.

The platform searches for financial assistance and legal protections before recommending repayment. Its Financial Assistance Engine, Charity Care Engine, Government Benefits & Assistance Engine, Federal Rights Engine, and State Law Engine evaluate potentially available programs, policies, regulations, and protections. The Statute-of-Limitations Analyzer, Debt Validation Engine, Collection Activity Monitor, and Credit Reporting Analyzer extend the system beyond the original medical bill to examine the subsequent collection and reporting of medical debt. MedFair maintains evidence and provenance records connecting documents, findings, applicable rules, calculations, and recommendations so that its conclusions can be reviewed and understood.

After determining the potentially supportable obligation, MedFair uses its Legal Obligation Calculator, Settlement Optimization Engine, Repayment Optimization Engine, and Cash-Flow Optimization Engine to compare available resolution strategies. It can evaluate payment plans, settlements, financial assistance, insurance appeals, billing disputes, government assistance, and combinations of these options based on total cost rather than simply monthly payment. Human-in-the-loop governance, explainable AI, privacy controls, regulatory monitoring, and escalation for legal or clinical uncertainty help ensure that MedFair assists users without presenting unsupported legal or medical conclusions. The result is a patient-centered system designed to move the process from bill verification to rights identification, cost reduction, dispute resolution, and ultimately the fairest achievable repayment outcome.

This specification is released under AGPL-3.0+ and is free to use with required Section 7 attribution. Attribution-free deployment is available through a Specification Branding License, with fees based on deployment scope and network size.
