From Municipal Data to Actionable Savings.

Municipal Resource Intelligence is an open source AI specification designed to help municipalities identify economical, sustainable, and transparent ways to manage public resources. From Municipal Data to Actionable Savings, the system examines municipal budgets, services, contracts, personnel, procurement, and operating costs to identify opportunities to reduce unnecessary expenditures without simply shifting costs from the municipality to residents. The specification is designed as a modular system so municipalities can implement individual analytical capabilities or deploy a comprehensive municipal resource optimization platform.

A core feature is the Complete Municipal Service Analysis system, which requires every municipal service and expenditure to be examined in detail. The AI can compare municipal delivery against private providers, competitive procurement, regional cooperation, shared services, nonprofit providers, fee-for-service models, and situations where residents may be able to purchase services independently at a lower total cost. It can analyze existing contracts, provider pricing, administrative expenses, equipment, facilities, labor, benefits, insurance, maintenance, capital requirements, and other costs. The system distinguishes municipal savings from actual community savings so that a recommendation is not considered successful merely because it lowers a municipal budget if it creates an even greater financial burden for residents.

Municipal Resource Intelligence also includes a comprehensive Compensation, Workload, and Position Benchmarking capability. Each municipal position can be evaluated according to actual duties, qualifications, responsibilities, salary, benefits, pension costs, scheduled hours, actual hours worked, overtime, on-call hours, and total compensation. Positions can be compared with similar duties statewide and regionally, including effective compensation per hour and workload-adjusted measures. The system can also evaluate staffing levels, departmental structures, service output, and potential opportunities for consolidation or restructuring while accounting for legitimate differences in responsibilities, workload, qualifications, and local conditions.

The specification’s financial optimization system tracks projected and verified savings and continuously recalculates their effect on the municipal property-tax requirement. Individual property-tax impact reports can show residents how each approved reform affects their property-tax burden, including reform-by-reform savings and cumulative reductions. Transparency is a fundamental component: the system can generate public records documenting the data, assumptions, calculations, alternatives, recommendations, implementation results, and verified savings associated with each reform. Through this continuous cycle of analyze, compare, recommend, implement, verify, recalculate, and disclose, Municipal Resource Intelligence is designed to make municipal finances more efficient, measurable, auditable, and accountable to the communities they serve.

This specification is licensed under AGPL-3.0+ and is free to use with required Section 7 attribution. Attribution-free deployment is available through a Specification Branding License, with fees based on use and deployment scope.
