OpenHighway is an open-source civic transparency platform designed to make highway funding and infrastructure spending fully traceable from origin to completion. It brings together fragmented data sources—such as toll revenue systems, state and federal transportation budgets, and contractor payment records—into a unified, structured ledger. The goal is to give the public, auditors, journalists, and policymakers a clear view of how infrastructure money moves through each stage of the system.

One of the core features of OpenHighway is comprehensive revenue tracking. The platform accounts for multiple funding streams, including toll roads, fuel taxes, vehicle registration fees, federal infrastructure allocations, bond issuances, and advertising or sponsorship revenue tied to highways. Each source is mapped to its legal or statutory basis, ensuring that users can understand not just how much money is collected, but also why it exists and where it is intended to be used.

On the spending side, OpenHighway tracks detailed infrastructure expenditures across road construction, bridge repairs, maintenance operations, engineering services, toll system infrastructure, and emergency repair work. Every expense is linked back to specific projects and funding sources, allowing users to see whether public funds are being spent efficiently and according to plan. The system also tracks contractual obligations, not just completed payments, so future liabilities and commitments are visible alongside historical spending.

Beyond financial tracking, OpenHighway includes a full contractor and project lifecycle system. It monitors bidding processes, contract awards, change orders, delays, and completion status for infrastructure projects. Each contractor builds a performance history over time, making it possible to identify patterns in cost overruns, project delays, and regional spending disparities. Combined with mapping and visualization tools, the platform provides a geographic view of infrastructure investment and outcomes across states and regions.
