The Modular Standard for Organizational Budgeting

OrgBudget is the modular standard for organizational budgeting, providing a structured framework for dividing an organization-wide budget into independently managed departmental modules. Each department can maintain its own allocations, expenditures, revenues, forecasts, commitments, and financial priorities while remaining connected to the organization’s overall budget. The modular architecture allows departments to be added, modified, expanded, or independently managed without requiring the entire budgeting system to be redesigned.

OrgBudget provides tools for budget planning, allocation, expenditure tracking, forecasting, variance analysis, approvals, reconciliation, and financial reporting. A centralized framework brings departmental budgets together to provide a complete view of organizational finances while maintaining clear separation between departments and funding categories. Organizations can establish fiscal periods, allocate resources, track amendments and transfers, manage shared expenses, and maintain an auditable history of budget decisions and changes.

AI assistance is built into OrgBudget as a supporting capability for assembling, analyzing, and reporting financial information. AI can assist with organizing budget requests, categorizing expenditures, identifying inconsistencies, analyzing historical spending, forecasting potential variances, detecting unusual activity, and preparing financial reports and summaries. AI recommendations remain subject to human review and approval, preserving organizational authority and accountability over financial decisions.

OrgBudget is designed for businesses, governments, nonprofits, and other organizations that require structured and accountable financial planning. The specification emphasizes transparency, modularity, auditability, interoperability, and responsible use of AI. Where licensing is implemented, licensing revenue must cover the direct costs associated with licensing issuance, administration, verification, renewal, and enforcement, preventing those licensing costs from being shifted into unrelated budgets or passed to taxpayers through tax-funded resources.

This specification is released under the AGPL-3.0+ and is free to use with required Section 7 attribution. Attribution-free deployment is available through a Specification Branding License, with fees based on use and deployment scope.
