ParcelPlanner is an open-source property intelligence platform designed to help users understand what is legally possible on any parcel of land. It focuses on translating complex zoning ordinances, municipal codes, county regulations, and state laws into clear, actionable insights so property owners, buyers, and investors can make informed development decisions. Instead of relying on assumptions or fragmented real estate advice, ParcelPlanner grounds every recommendation in official government law and regulatory documentation.

At its core, ParcelPlanner analyzes a specific property location and identifies the governing jurisdictions, applicable zoning rules, and development restrictions. It evaluates what types of structures and uses are permitted, including ADUs, tiny homes (where allowed), garage conversions, duplex or multi-unit conversions, and other income-producing improvements. The system also determines whether these uses are allowed outright, conditionally permitted, or prohibited based on verified legal sources.

Beyond analyzing existing properties, ParcelPlanner includes a Buyer Opportunity Discovery system that works in reverse: users can describe what they want to build or achieve, and the platform identifies municipalities and regions where those goals are legally possible. This allows users to search for opportunity-first locations, such as areas that permit ADUs, flexible zoning for rental income, or low-restriction development environments.

The platform also integrates financial and feasibility analysis tools, including rental income projections, construction cost estimation, ROI modeling, and strategy generation. By combining legal feasibility with economic analysis, ParcelPlanner helps users evaluate not only what they can build, but what is financially viable to build. This makes it a decision-support system for property development, investment planning, and long-term wealth strategy.

All insights are generated through a modular architecture that includes location processing, jurisdiction discovery, zoning analysis, legal research, buildability calculations, and AI-assisted strategy generation. Every module is designed to remain independent and extensible, allowing contributors to expand coverage across new municipalities, states, and countries.
