Resource Atlas is an open-source intelligence platform designed to help nations, regions, and communities understand their existing strengths and transform them into long-term prosperity. Built around the idea that every region possesses untapped resources, knowledge, talent, and opportunities, Resource Atlas analyzes economic sectors, infrastructure, workforce capabilities, natural resources, and critical dependencies to create practical revitalization strategies. Rather than focusing solely on economic growth through trade, the platform emphasizes resilience, self-sufficiency, and the ability to maintain essential services and industries even during periods of global uncertainty.

At its core, Resource Atlas provides comprehensive resource intelligence. The platform can map natural resources such as minerals, energy potential, water supplies, agricultural assets, forestry resources, and industrial materials while also evaluating how effectively those resources are currently being utilized. Its Alternative Resource Engine goes a step further by identifying substitute materials, technologies, and production methods that can reduce dependence on scarce or imported resources. This allows planners to explore multiple pathways toward economic development rather than relying on a single solution.

A major focus of Resource Atlas is revitalization planning. Through its 36-Month Revitalization Engine, the platform evaluates every sector of an economy and generates actionable roadmaps designed to rapidly strengthen domestic capabilities. These plans include current-state assessments, workforce analysis, infrastructure reviews, dependency identification, bottleneck detection, and prioritized implementation schedules. Whether the goal is expanding food production, strengthening manufacturing, improving healthcare systems, or increasing energy independence, Resource Atlas provides a structured path from assessment to execution.

The platform also includes specialized modules for food security, energy independence, workforce development, education planning, healthcare resilience, housing, infrastructure modernization, and circular economy initiatives. For regions with limited farmland, Resource Atlas can evaluate solutions such as vertical farming, growhouses, hydroponics, aquaponics, and urban agriculture. For energy planning, it can analyze renewable generation opportunities, storage technologies, grid resilience, and fuel dependencies. Workforce and knowledge sovereignty modules help identify labor shortages, critical skills gaps, educational needs, and opportunities to expand domestic expertise.

Transparency and accountability are fundamental to the project’s design. Resource Atlas provides explainable recommendations, tracks assumptions, documents data sources, and supports human oversight throughout the planning process. Its modular architecture allows governments, researchers, nonprofits, and communities to deploy only the components they need while extending the platform through plugins and custom modules. Released under the AGPL 3.0+ license, Resource Atlas is intended to be a collaborative global effort dedicated to helping every nation and community build stronger, more resilient, and more prosperous futures using the resources already within their reach.

This specification is released under the GNU Affero General Public License v3.0 or later (AGPL-3.0+) and may be used freely with required attribution under Section 7. A Specification Branding License is available for attribution-free deployments, with fees based on usage, scope, and deployment size.
