TollExchange

Every toll, one account.

TollExchange is an open-source infrastructure platform designed to unify the fragmented toll ecosystem across the United States into a single interoperable network. Today’s toll systems operate as isolated regional silos, each with their own transponders, billing systems, and enforcement rules. TollExchange replaces that fragmentation with a standardized, federated clearing layer that allows every participating toll authority to communicate through a common protocol while preserving local control.

At its core, TollExchange provides a universal account system that allows drivers and fleets to use a single identity across all toll networks. Whether traveling across state lines or managing a national logistics fleet, users no longer need multiple accounts or devices. The platform automatically handles vehicle identification, transaction routing, and balance management through a unified ledger system that records every toll event in a consistent format.

The system also includes a national clearinghouse and settlement engine, which is responsible for reconciling toll transactions between different jurisdictions. This ensures that each toll authority receives accurate revenue distribution based on usage, while also supporting dispute resolution, refunds, and auditing. The settlement layer is designed to be transparent and verifiable, supporting both real-time and batch processing depending on the needs of each participating network.

TollExchange is built with extensibility in mind through a modular adapter framework. Each toll authority can integrate using standardized APIs without replacing existing infrastructure. This makes adoption gradual and non-disruptive, allowing legacy systems such as E-ZPass-compatible networks and regional platforms like SunPass or FasTrak to coexist within the same ecosystem. Over time, these adapters create a fully interoperable national network without forcing immediate system replacement.

Beyond core toll processing, TollExchange includes fleet management tools, route-based toll estimation, fraud detection systems, and advanced analytics for both drivers and agencies. Combined with strong security features like end-to-end encryption, OAuth 2.1 authentication, and audit logging, the platform is designed to meet the needs of modern transportation infrastructure while remaining open, transparent, and community-driven under the AGPL 3.0+ license.
