Atlas Urban Intelligence is a modular, AGPL 3.0+ smart city AI system designed to interpret real-world motion through distributed, privacy-preserving infrastructure. Instead of relying on centralized surveillance or raw data retention, it converts edge-level sensor input into structured, event-based intelligence. This allows cities to understand traffic flow, infrastructure stress, and incidents in real time without permanently storing identifiable personal data.

The system is built on an edge-first architecture where computation happens as close as possible to where data is generated. EdgeNodeOS processes motion, congestion, and anomaly detection directly on roadside hardware, while PrivacyCore enforces strict anonymization rules before any data is transmitted. This ensures that the system operates on abstracted events rather than raw identity-level information, reducing risk while maintaining operational usefulness.

At the core of Atlas is the CityEventGraph, which transforms distributed sensor inputs into a unified, time-indexed map of urban activity. This event layer powers the Real-Time Motion Intelligence Engine, enabling live traffic optimization, congestion prediction, and incident detection. A complementary CitySim digital twin allows simulation of urban scenarios, helping forecast disruptions and test infrastructure changes before they are deployed in the real world.

Beyond analytics, Atlas includes a full governance and transparency stack through StratumPolicy Engine and CivicLens. These modules enforce jurisdiction-based data rules, maintain audit logs, and provide public-facing, privacy-safe insights into system behavior. Together with federated learning via OpenLearnNet and hardware optimization through OpenHardwareAI, Atlas forms a complete, modular civic intelligence ecosystem that is explainable, extensible, and fully aligned with open-source AGPL principles.

This specification is released under the GNU Affero General Public License v3.0 or later (AGPL-3.0+) and may be used freely with required attribution under Section 7. A Specification Branding License is available for attribution-free deployments, with fees based on usage, scope, and deployment size.
