Aurelia Civic OS is a municipal-first civic operating system designed to coordinate real-world labor, services, and manufacturing through structured intent and verified local capability networks. It is built around the principle that economic and service coordination should originate at the municipal level first, rather than being dominated by regional or national chains. The system enforces locality constraints, ensuring that work is routed to the closest capable and verified individuals or organizations within a community.

At its core, Aurelia Civic OS replaces traditional search and listing systems with an IntentMesh routing engine. Instead of returning static results, the system interprets user intent as a structured set of constraints such as urgency, skill type, availability, trust level, and proximity. These constraints are then used to route requests through a graph of real-world actors, producing execution pathways rather than simple ranked lists. This allows the system to function as a coordination layer between need and action, not just discovery.

A key component of the system is the Skill Graph for individuals, which models human capability independently of business entities. Skills are represented with standardized ontology, depth levels, and verified work history, allowing the system to understand not just who offers services, but who is actually capable of performing specific tasks. This enables more accurate matching between demand and available human expertise, including independent contractors, apprentices, and informal labor networks.

Aurelia Civic OS also includes a multi-layer verification hierarchy that prioritizes municipality-level validation, followed by county and state verification. This ensures that trust is grounded in local authority structures and reduces reliance on unverified or externally dominated data sources. Complementing this is a Fraud & Anomaly Detection Layer that identifies identity duplication, fake listings, coordinated manipulation, and geographic inconsistencies to preserve system integrity.

Finally, the system incorporates Work Routing Memory, which records the outcomes of real-world task execution. This feedback loop allows the system to learn from actual performance, improving future routing decisions, refining trust scores, and evolving the Skill Graph over time. Together, these features create a self-reinforcing civic infrastructure that continuously improves its understanding of local economies, labor availability, and service reliability.
