CivicRadar is an open-source legislative intelligence system designed to make government action readable, traceable, and understandable in real time. It continuously monitors proposed legislation across U.S. federal, state, and local governments, transforming dense legal documents into structured, searchable intelligence. The goal is to give citizens, researchers, and policymakers a clear view of what laws are being introduced, how they change existing statutes, and what real-world effects they may produce.

At its core, CivicRadar breaks legislation down at the clause level and runs it through a multi-layer analysis pipeline. This includes legal conflict detection against existing statutes and constitutional frameworks, fiscal impact modeling to estimate budget consequences, and structured extraction of key provisions such as funding mechanisms, enforcement rules, and regulatory changes. Each bill is normalized into a consistent format so it can be compared across jurisdictions and tracked over time.

Beyond legal and fiscal analysis, CivicRadar maps influence and impact through entity extraction and knowledge graph modeling. It identifies corporations, agencies, and organizations referenced or likely affected by legislation, then connects them to funding flows, regulatory changes, and industry exposure. This allows users to see not just what a bill says, but who it may benefit and how power and resources shift across systems.

CivicRadar also provides semantic search, location-based tracking, and real-time alerts so users can follow legislation relevant to their state, city, or district.
