Specification Overview

CodeClear is an open source AI-powered civic intelligence platform for continuously analyzing laws, regulations, legislative actions, court decisions, government entities, and funding records across all levels of government.

The system is designed to minimize the human workload required to review accumulated legislation while maintaining a continuously updated understanding of what remains legally relevant. CodeClear identifies active provisions, partially nullified provisions, superseded laws, repealed provisions, contradictions, redundancies, antiquated governance, and relationships between historical and current law.

CodeClear also provides a comprehensive funding transparency layer that records funding associated with governments, agencies, corporations, organizations, programs, legislation, and other bodies. The system connects legal authority with financial activity to create an auditable picture of both governance and resource allocation.

The platform is designed as modular open source infrastructure so jurisdictions, data sources, analytical methods, AI models, funding systems, and visualization capabilities can be extended without requiring changes to the entire system.
