The Multi-Agent Conflict Resolution Framework (MACRF) is an open specification designed to provide the missing governance and coordination layer required for the next generation of autonomous AI systems. As organizations begin deploying teams of specialized AI agents, conflicts between agents will become unavoidable. Different agents may optimize for different goals, operate from different data sources, have competing priorities, or follow different policies. MACRF provides a structured framework for detecting, analyzing, negotiating, and resolving these conflicts while maintaining transparency and accountability.

MACRF introduces a modular architecture built around core conflict resolution capabilities, including conflict detection, conflict classification, agent identity management, authority and governance rules, negotiation workflows, arbitration mechanisms, evidence evaluation, decision logging, and escalation processes. Instead of allowing agent disagreements to produce unpredictable outcomes, MACRF transforms conflicts into traceable decision events with defined procedures, supporting explainable and auditable AI collaboration.

The framework supports advanced multi-agent environments by allowing organizations to define governance structures, decision-making models, and constitutional rules that guide agent behavior. Agents can operate using consensus models, weighted decisions, domain authority, or rule-based resolution methods depending on the requirements of the environment. Every resolution process can be recorded with evidence, decisions, participating agents, and outcomes to support compliance, auditing, and continuous improvement.

MACRF is designed to be extended through optional plug-in modules that provide specialized capabilities such as agent reputation scoring, constitutional AI governance, economic decision analysis, simulation and testing environments, human-agent collaboration workflows, knowledge graph conflict analysis, security conflict management, regulatory compliance, multi-organization federation, and agent learning feedback systems.

This specification is released under the GNU Affero General Public License v3.0 or later (AGPL-3.0+) with Section 7 attribution requirements. Attribution-free deployment is available through a Specification Branding License, with fees based on usage, deployment scope, and network size.
