SignalTruth is a modular, open-source commercial real estate intelligence system designed to reconstruct real estate markets from the ground up using public records. Instead of relying on opaque datasets or static listings, it builds a living property graph where every ownership change, lease event, permit, lien, and valuation update is treated as part of a continuous, evolving record of truth. The system is built to be transparent, auditable, and extensible under the AGPL 3.0+ license.

At its core, SignalTruth connects fragmented government and institutional data into a unified intelligence layer. It resolves complex ownership structures across LLCs, trusts, and corporate entities, enabling deep visibility into who controls real estate assets across jurisdictions. Through event-driven ingestion pipelines, the system continuously updates property states in near real-time, preserving full historical lineage rather than overwriting past data.

SignalTruth extends beyond ownership tracking into market and legal intelligence. Its market module analyzes comps, pricing trends, vacancy dynamics, and submarket behavior to surface real-time signals in commercial real estate conditions. Meanwhile, the legal intelligence module maps jurisdictional rules across city, county, state, and federal levels, translating regulatory frameworks into structured, queryable logic that highlights compliance exposure and entitlement constraints.

A defining feature of SignalTruth is its confidence-scored intelligence layer. Every output is accompanied by a quantified confidence score, source attribution, and a method trace explaining how conclusions were derived. This is combined with a completeness detection system that identifies missing or inconsistent public record data, ensuring users understand not only what is known, but also what is uncertain or unrecorded. Together, these systems make SignalTruth a transparent, verifiable alternative to traditional black-box real estate intelligence platforms.

This specification is released under the GNU Affero General Public License v3.0 or later (AGPL-3.0+) and may be used freely with required attribution under Section 7. A Specification Branding License is available for attribution-free deployments, with fees based on usage, scope, and deployment size.
