VectorMeter

Compliance Begins With Measurement.

VectorMeter is an open, modular resource metering and accountability system designed to make every unit of compute, time, energy, and digital activity measurable, traceable, and verifiable. Built as the reference implementation for the Open Metering Specification (OMS), it provides a standardized way to record system activity across AI workloads, cloud infrastructure, and physical environments like internet cafés, coworking spaces, and data centers. Its core philosophy is that billing and compliance should never rely on estimation alone, but on precise, immutable measurement.

At its foundation, VectorMeter uses an append-only immutable ledger that records every resource event with cryptographic integrity. Each action, whether it is a model inference, a CPU cycle allocation, or a user session in a physical workstation, is captured as a structured event that can be independently verified and replayed. This ensures that invoices, audits, and usage reports are fully reproducible and resistant to tampering or ambiguity. Dual-host logging further strengthens trust by maintaining synchronized records on both provider and customer systems.

VectorMeter extends beyond simple metering by introducing deep multi-agent and AI compute accountability. It tracks not only tokens and API calls, but also reasoning steps, tool invocations, model switching, and per-agent execution flows in complex autonomous systems. This allows organizations to understand exactly how computational resources are consumed across distributed AI workflows, including hierarchical agent systems and parallel execution pipelines.

The system is built around a fully modular architecture where every function is a plugin. Resource collectors, pricing engines, billing systems, compliance modules, and reporting tools can all be extended or replaced without altering the core ledger. This makes VectorMeter adaptable across industries, whether it is tracking GPU clusters in a data center, seat time in an internet café, charging sessions in EV infrastructure, or API usage in enterprise software.

Finally, VectorMeter is designed with compliance and auditability as first-class principles. It includes configurable regulatory profiles, digital receipts with cryptographic verification, and full traceability from event to invoice. This ensures that every charge can be explained, reconstructed, and defended under regulatory scrutiny. By combining immutable measurement, modular design, and cross-industry applicability, VectorMeter establishes a foundation for transparent, verifiable resource accounting in modern digital and physical systems.
