Designed as an AGPL-3.0-or-later open specification, ATL enables developers to build auditable, vendor-neutral systems that prioritize accountability, explainability, and trust. The specification introduces append-only audit logging, cryptographic verification concepts, exportable compliance reports, and multi-user review support, allowing every decision point to be examined, validated, and reconstructed.
